This is not a problem with the keyboard settings but with the delay
between the <ESC> arriving and the rest of the escape sequence.
C-Kermit 5a(191) did not ensure that the entire sequence would be sent in
one packet.
The solution is to increase the amount of time that IBM Telnetd waits
before determining that the <ESC> is not part of an escape sequence.
